Polyurethane sound insulation had a significant negative image after a club fire in Rhode Island. In Rhode Island, improper use resulted in tragic results. When used properly, polyurethane products in construction can provide significant benefits. However, limited knowledge of the product could lead some users to alternative and inappropriate materials that were more familiar to them. So, developing a bill that would ban the use of polyurethanes in all construction seemed to be the answer for some Massachusetts legislators.
